Function: encodeIotaPrivateKey()
function encodeIotaPrivateKey(bytes, scheme): string;
This returns a Bech32 encoded string starting with iotaprivkey,
encoding 33-byte flag || bytes for the given the 32-byte private
key and its signature scheme.
